This happens to me often when I replace the first ring on a Compur, and usually by twisting back and forth, I can reseat most of the levers. My own guess is that a lever is slightly out of position, and that's preventing you from cocking the shutter. If you can't post here, you can repost this question on the classic cameras forum, which allows you to attach images. What I would do, if possible, is post a link to a digital photo of the disassembled shutter with the face rings removed. And when you replace that first face ring, sometimes those levers will slip, so you have to hold them in place. Perhaps it's riding on top of another lever when the two should be side by side.
